I made this card for one of the kids from SLT who mentioned in his profile that he likes turtles. You can't tell in the photo, but I sprayed the popped-up balloon with my Glimmer Mist from Thoughts2paper and it looks really cool!
Colored the little guy with my Copics, and cut out the image with Spellbinders Nestabilities and the dotted frame with my good ol' ProvoCraft ragged edge scissors.
